Quebec operates under a special agreement with the Government of Canada, allowing it to select immigrants who will integrate well into the province's unique cultural and social fabric. The Quebec Skilled Worker Program is tailored for individuals seeking employment opportunities in Quebec. To immigrate, applicants must first obtain a Quebec Selection Certificate from the province before applying for Canadian permanent residence.

The immigration process under the Quebec Skilled Worker program involves several steps:

1. Expression of Interest (EOI) Submission: Candidates express their interest in settling in Quebec by submitting an Expression of Interest, entering them into Quebec's EOI Bank.
2. Invitation to Apply (ITA): Successful selection from the EOI Bank results in an invitation to apply for the Quebec Skilled Worker Program (QSWP).
3. Quebec Selection Certificate (CSQ) Application: Applicants submit an application for a Quebec Selection Certificate (CSQ) to the Quebec Ministry of Immigration, Diversity, and Inclusion (MIDI).
4. Canadian Permanent Residence Application: After obtaining the CSQ, candidates proceed to submit a permanent residence application to the Federal Government of Canada.
Upon submission of an Expression of Interest to MIDI, candidates are registered in the Quebec Expression of Interest Bank, initiating their journey toward Quebec immigration.

Each province and territory operates its own streams, which are immigration programs targeting specific groups, with unique criteria for selection.
